In August 2018, the Regulation of the Ministry of the Interior and Public Security, Decree No. 1007, entered into force, which defines an important part of the Law on Responsible Ownership of Pets and Companion Animals.
Chilean Law No. 21,020 and its regulations require that the following breeds, declared as potentially dangerous, meet certain special ownership requirements and must also use a mandatory leash, harness, and muzzle when in public spaces.

The IAABC supports safe, humane, and effective training for dogs and their humans.
As an immediate and practical aid, we have developed a Training Manual for all trainers and pet owners. Our Manual summarizes the requirements of the Chilean Law for Responsible Ownership of Pets and Companion Animals and demonstrates, in clear steps, how a competent dog trainer can help dog owners comply with these legal requirements. The Manual includes tutorials and guides on how to train ten basic skills and how to desensitize dogs to wearing a muzzle, harness and other tools humanely and effectively.

Law No. 21,020 regulates:
- The obligations and rights of those responsible for pets.
- Protect animal health and welfare through responsible tenure.
- Protect public health, the safety of people, the environment and protected natural areas, by controlling the population of pets or companion animals.
- Liability for damage to persons and property caused by pets or companion animals.
In addition to the obligations of all pet owners to identify their pets and companion animals using a microchip or other permanent identification method and to register with government registries through their municipalities, PPP owners will have the following obligations :
- Be over 18 years of age.
- Register in the registry of Potentially Dangerous Animals. When being in public places, the dog must wear a leash, harness and muzzle and have constant supervision.
- In your place of residence, keep it in a space behind a safe fence in order to avoid escapes and/or that the specimen may harm people or other animals.
- Attend, within a period of 6 months from its registration in the registry, at least one talk on responsible ownership given by a competent professional.
- Participate, together with your dog, in an obedience training course, which will be accredited by means of a certificate issued by the trainer. The training program must be approved by a veterinarian.
